Textile industry welcomes min import price on fabric।। कपड़ा उद्योग कपड़े पर न्यूनतम आयात मूल्य का स्वागत करता है

 

लुधियाना: आदर्श आचार संहिता लागू होने से ठीक पहले, भाजपा के नेतृत्व वाली केंद्र सरकार ने सिंथेटिक कपड़े पर न्यूनतम आयात मूल्य (एमआईपी) लगाकर खराब घरेलू कपड़ा क्षेत्र में खुशी ला दी।

 

वाणिज्य एवं उद्योग मंत्रालय ने शनिवार को इस संबंध में अधिसूचना जारी की. सरकार ने पांच विशिष्ट सिंथेटिक कपड़ों पर 3.5 अमेरिकी डॉलर (290.11 रुपये) प्रति किलोग्राम का एमआईपी लगाया है।

 

इस क्षेत्र को विशेष रूप से चीन से बिलिंग के तहत सस्ते आयात से कड़ी प्रतिस्पर्धा का सामना करना पड़ रहा था, जिसने स्थानीय निर्माताओं की प्रतिस्पर्धात्मकता को खतरे में डाल दिया था।

 

अधिसूचना के अनुसार, एमआईपी बिना ब्लीच किए या ब्लीच किए सिंथेटिक कपड़े, रंगे, विभिन्न रंगों के धागों, मुद्रित और अन्य पर लगाया जाता है। इन उत्पादों का आयात निषिद्ध है यदि उनकी लागत, बीमा और माल ढुलाई (सीआईएफ) मूल्य 3.5 अमेरिकी डॉलर प्रति किलोग्राम से कम है। भारतीय व्यापार वर्गीकरण - हार्मोनाइज्ड प्रणाली के अनुसार, इन सिंथेटिक कपड़ों के कोड 60063100, 60063200, 60063400 और 60069000 हैं।

 

बुधवार को लुधियाना कपड़ा उद्योग के नेतृत्व में देश भर के संगठनों और संगठनों ने कपड़ा मंत्रालय के अधिकारियों से मुलाकात की और चीन से आयात होने वाले कपड़े पर एमआईपी लगाने की मांग उठाई।

 

बैठक में मंत्रालय के प्रतिनिधियों ने एमआईपी लगाने का आश्वासन दिया लेकिन न्यूनतम मूल्य तय करने के लिए समय मांगा। बैठक उद्योग भवन दिल्ली में और वीडियो कॉन्फ्रेंस के माध्यम से हुई।

 

पंजाब डायर्स एसोसिएशन के सचिव बॉबी जिंदल ने फैसले का स्वागत करते हुए कहा कि यह उद्योग की लंबे समय से लंबित मांग थी।

 

“व्यापारियों और उद्योग की बात सुनते हुए, केंद्र सरकार ने आखिरकार चीन से आयात होने वाले कपड़े पर एमआईपी लगा दिया है। जिंदल ने कहा, ''पूरा कपड़ा क्षेत्र इस फैसले से बेहद खुश है।''

 

उन्होंने आगे कहा कि पहले एमआईपी के अभाव में चीन से आयात होने वाले सिंथेटिक कपड़े से देश को राजस्व हानि हो रही थी और घरेलू कपड़ा उद्योग खतरे में पड़ रहा था।

 

'कभी नहीं से देर बेहतर है'

 

निटवेअर क्लब के महासचिव चिरंजीव सिंह ने कहा, ''हालांकि यह एक अच्छा कदम है, लेकिन सरकार को निर्णय लेने में काफी समय लगा। चीन से आयातित कपड़े की अनुचित कीमतों पर डंपिंग ने पहले ही उद्योग को नुकसान पहुंचाया है। एमआईपी आयात में देरी के कारण सेक्टर की पूरी वित्तीय व्यवस्था पटरी से उतर गई है। हालाँकि, देर आए दुरुस्त आए।”

 

Textile industry welcomes min import price on fabric

 

Ludhiana: Just before the model code of conduct came into force, the BJP-led central govt brought cheer to the ailing domestic textile sector by imposing minimum import price (MIP) on synthetic fabric.

 

The ministry of commerce and industry issued a notification in this regard on Saturday. The govt has imposed a MIP of USD 3.5 (Rs 290.11) per kg on five specific synthetic fabrics.

 

The sector was facing stiff competition from cheap imports, under invoicing, particularly from China, which had jeopardized the competitiveness of local manufacturers.

 

As per the notification, the MIP is imposed on unbleached or bleached synthetic fabric, dyed, yarns of different colours, printed and other. Import of these products is prohibited if their cost, insurance, and freight (CIF) value is less than USD 3.5 per kg. According to Indian trade classification - harmonised system, codes of these synthetic fabric are 60063100, 60063200, 60063400 and 60069000.

 

Associations and organisations from across the county, led by the Ludhiyana textile industry, on Wednessday met with the officials of the ministry of textile and raised the demand to impose MIP on the fabric being imported from China.

 

In the meeting, the representatives of the ministry assured imposition of MIP but sought time to fix the minimum value. The meeting took place at Udyog Bhawan Delhi as well as through video conference.

 

Welcoming the decision, Bobby Jindal, secretary of the Punjab Dyers Association said it was a long pending demand of the industry.

 

“Listening to the traders and industry, the central govt has finally imposed a MIP on fabric being imported from China. The entire textile sector is very delig delighted with the decision,” said Jindal.

 

He further said that earlier in the absence of the MIP, synthetic fabric being imported from China was causing revenue loss to the country and jeopardising the domestic textile industry.

 

‘It is better late than never’

 

Chiranjiv Singh, general secretary of the knitwear club, said,“Though it is a good step, the govt took pa long time to take the decision. The dumping of imported fabric from China at unfair prices has already dented the industry. The entire financial system of the sector has been derailed due to the delay in importin MIP. However, it is better late than never.”
