प्रिटोरिया: 2026/03/11: साउथ अफ्रीका में भारत के हाई कमिश्नर प्रभात कुमार ने हाल ही में प्रिटोरिया में कहा कि नई दिल्ली को सदर्न अफ्रीकन कस्टम्स यूनियन (SACU) प्रेफरेंशियल ट्रेड एग्रीमेंट (PTA) को फाइनल करने के लिए बातचीत के नए दौर पर भरोसा है।

 

यह एग्रीमेंट साउथ अफ्रीका, नामीबिया, लेसोथो, इस्वातिनी और बोत्सवाना में कई भारतीय सामानों के लिए मार्केट एक्सेस देगा।

 

वह दूसरे सालाना इंडिया-साउथ अफ्रीका बिजनेस कॉन्क्लेव को संबोधित कर रहे थे।

 

भारत और SACU के बीच ट्रेड एग्रीमेंट के लिए 2003 में प्रेरणा मिली थी, लेकिन यह अब एक दशक से ज़्यादा समय से रुका हुआ है।

 

एक ट्रेड एग्रीमेंट की फीजिबिलिटी और पोटेंशियल स्कोप की जांच के लिए एक जॉइंट स्टडी ग्रुप (JSG) बनाया गया था, जिसके बाद आने वाले सालों में प्रिटोरिया, नई दिल्ली और विंडहोक में कई मीटिंग हुईं, एक न्यूज़ एजेंसी ने बताया। हालांकि SACU ने 2010 तक PTA का एक बदला हुआ टेक्स्ट पेश किया, लेकिन बातचीत काफी धीमी हो गई क्योंकि दोनों पक्ष टैरिफ में छूट के लिए प्रोडक्ट्स की लिस्ट पर आम सहमति बनाने में संघर्ष कर रहे थे।

 

भारत ने अपने टेक्सटाइल और कपड़ों के लिए SACU के मार्केट में जाने में दिलचस्पी दिखाई, जिसे SACU बहुत सेंसिटिव सेक्टर मानता था। दूसरी ओर, SACU ने अपने एग्रीकल्चरल प्रोडक्ट्स और मिनरल्स के लिए एक्सेस मांगा, जिसे भारत से कॉम्पिटिटिव या सेंसिटिव जवाबों का सामना करना पड़ रहा था।

 

COVID-19 महामारी से पैदा हुई आर्थिक चुनौतियों के बाद, भारत और SACU ने PTA पर फिर से बातचीत शुरू की।

 

डिप्लोमैट ने डेलीगेट्स को इस साल के आखिर में होने वाले इंडिया-अफ्रीका फोरम समिट में हिस्सा लेने के लिए बुलाया, जिसमें अफ्रीकी देशों के हेड्स नई दिल्ली में इकट्ठा होंगे।

Pretoria:2026/03/11:  India’s high commissioner to South Africa Prabhat Kumar recently said in Pretoria that New Delhi is confident about the latest round of talks to finalise the Southern African Customs Union (SACU) Preferential Trade Agreement (PTA).

The agreement will offer market access for many Indian goods to South Africa, Namibia, Lesotho, Eswatini and Botswana.

 

He was addressing the second annual India-South Africa Business Conclave. 

 

The impetus for a trade arrangement between India and SACU emerged in 2003, but have been stalled for over a decade now.

 

A joint study group (JSG) was established to examine the feasibility and potential scope of a trade agreement, followed by a number of meetings in ensuing years in Pretoria, New Delhi and Windhoek, a news agency reported.

 

Though SACU presented a revised text of the PTA by 2010, the talks considerably slowed down as both sides struggled to reach consensus on the list of products for tariff concessions.

 

India expressed interest in accessing SACU's market for its textiles and clothing, which SACU deemed highly sensitive sectors. On the other hand, SACU sought access for its agricultural products and minerals, facing competitive or sensitive responses from India.

 

Following the economic challenges arising out of the COVID-19 pandemic and, India and SACU revived the PTA discussions.

 

The diplomat invited delegates to participate in the India-Africa Forum Summit later this year which will bring together the heads of state from African countries in New Delhi.
