वॉशिंगटन: 18 सितंबर 2026: अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने 18 सितंबर को H.R. 5334, 'लिंडसे ओ. ग्राहम सैंक्शनिंग रशिया एंड ईरान एक्ट ऑफ 2026' पर साइन किए। इससे एक नया कानूनी ढांचा बना है जो रूस पर प्रतिबंधों, टैरिफ और रोक को बढ़ाता है और ईरान पर मौजूदा प्रतिबंधों को आगे बढ़ाता है।

 

व्यापार से जुड़ी एक अहम बात यह है कि यह कानून उन देशों से आयातित सामान पर 100% तक ड्यूटी लगाने की इजाज़त देता है, जो कानून लागू होने से पहले के 12 महीनों में रूस से कच्चा तेल या प्राकृतिक गैस खरीदने वाले टॉप पांच देशों में शामिल रहे हैं (इनमें भारत और चीन भी हैं)। कानून के तहत इसे लागू करने, किन देशों पर लागू होगा, टैरिफ की दरें और छूट देने का फैसला राष्ट्रपति की मर्ज़ी पर छोड़ा गया है।

 

व्हाइट हाउस ने एक बयान में कहा कि राष्ट्रपति ने H.R. 5334 कानून पर साइन किए हैं, जो रूस पर कानूनी प्रतिबंधों, टैरिफ और रोक को मंज़ूरी देता है और बढ़ाता है, साथ ही ईरान पर मौजूदा प्रतिबंधों को भी आगे बढ़ाता है।

 

हाउस ऑफ़ रिप्रेजेंटेटिव्स ने 16 सितंबर को 'सैंक्शनिंग रशिया एंड ईरान एक्ट' पास किया था। इस कानून का मकसद रूस के नेतृत्व और ऊर्जा क्षेत्र पर प्रतिबंध लगाना है।

 

यह कानून साइन होने के 30 दिनों के भीतर लागू हो जाएगा। इसके तहत राष्ट्रपति को उन देशों से आयातित सामान पर 100% तक ड्यूटी लगानी होगी, जो तय 12 महीने की अवधि के दौरान रूस से कच्चा तेल या प्राकृतिक गैस खरीदने वाले टॉप पांच देशों की श्रेणी में आते हैं।

 

अगर किसी देश का रूस से गैस आयात, तय अवधि के दौरान रूस के कुल निर्यात का 15% से कम रहा है और उसने उस आयात को कम करने के लिए "अहम कदम" उठाए हैं, तो उसे गैस से जुड़ी ड्यूटी से छूट मिलेगी।

Washington: 2026/09/19: US President Donald Trump has signed H.R. 5334, the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, on September 18, creating a new statutory framework that expands sanctions, tariffs and prohibitions on Russia and extends existing sanctions on Iran.

 

The trade-relevant provision is the law’s authorisation for duties of up to 100 per cent on goods imported from countries that are among the top five purchasers of Russian crude oil or natural gas by total volume during the 12 months preceding enactment, including India and China. Implementation, including country coverage, tariff rates and waivers, is left to the President’s discretion under the law.

 

The White House said in a statement that the President signed into law H.R. 5334, which authorises and expands statutory sanctions, tariffs and prohibitions on Russia and extends existing sanctions on Iran.

 

The House of Representatives passed the Sanctioning Russia and Iran Act on September 16. The legislation seeks to impose sanctions on Russia’s leadership and energy sector.

 

The law comes into effect within 30 days of signing. It requires the President to impose duties of up to 100 per cent on goods imported from countries meeting the top-five Russian crude oil or natural gas purchase threshold during the applicable 12-month period.

 

A country is exempt from the gas-related duties if its Russian gas imports accounted for less than 15 per cent of Russia’s total exports during the applicable period and it has taken “significant steps” to reduce those imports.
