Russian diesel deal and questions over US trade policy consistency।।

Russian diesel deal and questions over US trade policy consistency

New Delhi: 2026/10/17: US President Donald Trump’s reported diesel arrangement with Russia has raised questions about how Washington’s energy policy aligns with its efforts to restrict Moscow’s revenues and use trade measures to influence countries maintaining economic ties with Russia.

The recent Trump–Putin diesel arrangement, as some media reports claimed, seeks to ease fuel-price pressures by increasing Russian diesel supplies to US and global markets. The move, many feel, marks a significant shift from Washington’s efforts to restrict Russian energy revenues following Moscow’s invasion of Ukraine in 2022.

Donald Trump, however, reportedly defended the deal, saying the fuel was intended to stabilise global markets hit by high prices and would not be supplied to the United States. Critics, however, argued that increased Russian diesel exports could provide Moscow with additional revenue amid its war against Ukraine.

Meanwhile, analysts have also questioned whether the additional supplies will be sufficient to make a lasting difference, particularly given disruptions to refining capacity and the scale of global demand.

The arrangement has also attracted scrutiny from some US lawmakers, particularly against the backdrop of recent legislation authorising additional measures against Russia and certain countries maintaining economic ties with Moscow.

The legislation could have implications for countries maintaining energy ties with Russia, depending on how its eligibility criteria are applied. For India, the potential consequences extend beyond energy diplomacy to its wider trade relationship with the United States, particularly for export-oriented industries dependent on access to the American market.

The United States is India’s largest export destination for textile and apparel products, making access to the American market particularly important for exporters. India exported textile and apparel products worth approximately $9.68 billion to the US in 2025, accounting for nearly 30 per cent of its textile and apparel exports, according to industry estimates.

Although the Russian diesel arrangement does not alter the tariff dynamics, it underscores the uncertainty surrounding Washington’s use of trade measures in pursuit of broader economic and strategic objectives. For exporters, this uncertainty is a major concern.

Meanwhile, Commerce and Industry Minister Piyush Goyal reportedly maintained that the first phase of a trade deal between India and the United States has been finalised and is undergoing legal drafting.

“The US bilateral trade agreement first tranche has been finalised. It’s going through final contours, the legal drafting, and we hope to be able to finalise that soon and operationalise that once we get comparable advantage or competitive advantage over our peer countries,” Goyal reportedly said, addressing the SRCC Centenary Conclave in Delhi recently. Later, Commerce Secretary Rajesh Agrawal reportedly said that the negotiations on the US trade pact are moving in the right direction.

Finance Minister Nirmala Sitharaman earlier reportedly claimed negotiations remained ongoing but may have reached a plateau.

The reported diesel arrangement has renewed questions about how Washington balances its energy priorities with its broader economic and strategic objectives.

For India, the immediate concern is not whether Washington’s approach is consistent, but whether the evolving tariff framework will provide businesses with sufficient predictability. The outcome of the bilateral trade negotiations will therefore be important for Indian exporters seeking more predictable access to the US market.
