मुंबई: 15 मार्च 2022:   महाराष्ट्र सरकार ने 3 प्रतिशत बिजली सब्सिडी को समाप्त कर दिया है जो वह बड़े बिजली करघों को दे रही थी। कपड़ा आयुक्त शीतल तेली उगाले ने कहा।

 

श्री शीतल तेली उगाले ने कहा कि यह पाया गया है कि कुछ पावरलूम ऑपरेटर पावरलूम यूनिट चलाने के लिए दिए गए बिजली कनेक्शन के साथ अन्य काम कर रहे थे। इसलिए, सभी इकाइयों को एक ऑनलाइन पोर्टल के माध्यम से बिजली की खपत, कपड़ा उत्पादन और बिक्री से संबंधित दस्तावेज और जानकारी जमा करने के लिए अनिवार्य किया गया था।

 

ज्ञातब्‍य है कि  इससे बिजली की लागत बढ़ेगी और इसलिए राज्य में पावरलूम ऑपरेटरों के लिए उत्पादन लागत में वृद्धि होगी। कमजोर मांग और कपास की कीमतों में असामान्य वृद्धि के कारण वे पहले से ही चुनौतियों का सामना कर रहे हैं।

महाराष्ट्र सरकार हर साल 10,000 से ज्यादा पावरलूम को 3 फीसदी सब्सिडी के रूप में 150 करोड़ रुपये की राहत देती थी।

 

2. जून 2020 में लागू नियम के अनुसार 27 एचपी से अधिक लोड वाले पावरलूम को सूचना देना अनिवार्य किया गया था। लेकिन केवल 970 कपास मिलों और प्रसंस्करण इकाइयों ने दस्तावेज और जानकारी जमा की। इसके बाद कपड़ा आयुक्त ने डिस्कॉम महावितरण को पिछले साल के आखिरी महीने में बिना सब्सिडी के बिजली बिल भेजने को कहा। विरोध की आवाज तब और तेज हो गई जब राज्य में महावितरण और उसकी फ्रेंचाइजी द्वारा बिना सब्सिडी वाले बिल बांटे गए।

 

3. इचलकरंजी, भिवंडी, मालेगांव और सोलापुर-राज्य के प्रमुख कपड़ा उद्योग केंद्रों में पावरलूम ऑपरेटरों ने कहा कि इससे पावरलूम चलाना और मुश्किल हो जाएगा। उद्योग संघों का कहना है कि बिजली सब्सिडी खत्म होने से उत्पादन लागत ज्यादा होने से पावरलूम बंद होने के कगार पर हैं। बिजली करघों के लिए भारी बिजली बिल ऐसे समय में एक गंभीर चुनौती बन गए हैं, जब वे कपास की ऊंची कीमतों और कमजोर मांग के बीच पहले से ही समस्याओं का सामना कर रहे थे।

 

4. इचलकरंजी के एक उद्योग निकाय ने कहा कि उद्योग पहले से ही बिजली शुल्क में 1.20 रुपये प्रति यूनिट की बढ़ोतरी से परेशान है। महाराष्ट्र के वित्त मंत्री अजीत पवार ने आश्वासन दिया था कि कीमतों में बढ़ोतरी को घटाकर 0.75 रुपये प्रति यूनिट किया जाएगा। लेकिन दो साल बीत जाने के बाद भी आश्वासन अभी तक प्रकाश में नहीं आया है।

 

5. नए नियम को लेकर संगठन ने कहा कि कपड़ा विभाग ने कई साल और कई दशक पुराने चालान अपलोड करने को कहा है, जो उद्योग के लिए परेशानी का सबब था.

 

बिजली सब्सिडी समाप्त होने से पावरलूम ऑपरेटरों के बिजली बिल में वृद्धि होगी, जो वर्तमान में कमजोर मांग और कपास की कीमतों में असामान्य उछाल की दोहरी चुनौती का सामना कर रहे हैं।

Maharashtra govt abolishes 3% power subsidy to large power looms

 

Mumbai: 15 March 2022:  The government of the state of Maharashtra has abolished the 3 per cent power subsidy which it was extending to large power looms. Textile Commissioner Sheetal Teli Ugale said.

 

Mr Sheetal Teli Ugale said that it was found that some power loom operators were doing other work with the electricity connection given for running power loom units. So, all units were mandated to submit documents and information related to electricity consumption, textile production and sale through an online portal.

 

 

It is obvious  that this will increase electricity cost and therefore, raise the cost of production for power loom operators in the state. They are already facing challenges due to weak demand and unusual increase in cotton prices.

The Maharashtra government used to give relief of Rs150 crore every year in the form of 3 per cent subsidy to more than 10,000 power looms.

 

2. According to the rule implemented in June 2020, power looms with load more than 27 HP were mandated to furnish the information. But only 970 cotton mills and processing units submitted the documents and information. Subsequently, the Textile Commissioner asked the discom Mahavitaran to send electricity bills without subsidy in the last month of previous year. However, the voice of protest became louder only after the bills without subsidy were distributed in the state by Mahavitaran and its franchisees.

 

3. Power loom operators in Ichalkaranji, Bhiwandi, Malegaon and Solapur—the major textile industry hubs of the state—said that it will make running power looms more difficult. Industry associations said that power looms will be on the verge of closure due to higher cost of production due to abolition of power subsidy. Heavy electricity bills have become a serious challenge for the power looms at a time when they were already facing problems amid high cotton prices and weak demand.

 

4. An industry body of Ichalkaranji said that the industry is already upset with the electricity charge being hiked by Rs1.20 per unit. Maharashtra’s finance minister Ajit Pawar had assured that the price hike would be reduced to Rs0.75 per unit. But even after two years the assurance is yet to see the light of the day.

 

5. Regarding the new rule, the organisation said that the Department of Textiles has asked to upload several years and several decades old invoices, which was troublesome for the industry.

 

The abolition of electricity subsidy will increase the electricity bill of power loom operators who are currently facing dual challenge of weak demand and unusual surge in cotton prices.
