India eases export norms for leather sector to boost competitiveness।। भारत ने प्रतिस्पर्धा को बढ़ावा देने के लिए चमड़ा क्षेत्र के लिए निर्यात मानदंडों को आसान बनाया

नई दिल्ली: 2025/05/27: व्यापार करने में आसानी बढ़ाने और अनुपालन बोझ को कम करने के उद्देश्य से एक कदम उठाते हुए, भारत के विदेश व्यापार महानिदेशालय (DGFT) ने चमड़ा निर्यातकों के लिए प्रमुख प्रक्रियागत छूट की घोषणा की है।

 

अधिसूचना संख्या 15/2025-26 दिनांक 26 मई, 2026 के माध्यम से, DGFT ने बंदरगाह प्रतिबंधों को हटा दिया है, जिससे सभी बंदरगाहों और अंतर्देशीय कंटेनर डिपो (ICD) से तैयार चमड़ा, गीला नीला चमड़ा और EI टैन्ड चमड़े के निर्यात की अनुमति मिल गई है। पहले, ऐसे निर्यात केवल निर्दिष्ट बंदरगाहों से ही किए जा सकते थे।

 

इसके अतिरिक्त, विभिन्न प्रसंस्कृत चमड़ा श्रेणियों के निर्यात के लिए केंद्रीय चमड़ा अनुसंधान संस्थान (CLRI) द्वारा अनिवार्य परीक्षण और प्रमाणन की आवश्यकता को समाप्त कर दिया गया है। कच्चे और मूल्यवर्धित चमड़े के बीच अंतर करने के लिए शुरू में शुरू किए गए इन उपायों को निर्यात शुल्क हटाने और उत्पाद प्रकारों में स्पष्ट अंतर के बाद निरर्थक माना गया है।

 

चमड़ा निर्यात परिषद, सीएलआरआई और प्रमुख हितधारकों के साथ परामर्श के बाद लिए गए इस निर्णय से प्रक्रियाओं को सरल बनाने, लेन-देन की लागत कम करने और विशेष रूप से एमएसएमई निर्यातकों को लाभ मिलने की उम्मीद है। यह वैश्विक चमड़ा मूल्य श्रृंखला में अपनी स्थिति को मजबूत करने के भारत के लक्ष्य के अनुरूप भी है।

New Delhi: 2025/05/27: In a move aimed at enhancing ease of doing business and reducing compliance burdens, India’s Directorate General of Foreign Trade (DGFT) has announced major procedural relaxations for leather exporters.

 

Through Notification No. 15/2025-26 dated May 26, 2026, the DGFT has lifted port restrictions, permitting the export of finished leather, wet blue leather, and EI tanned leather from all ports and Inland Container Depots (ICDs). Previously, such exports were allowed only from specified ports.

 

 

Additionally, the mandatory testing and certification requirement by the Central Leather Research Institute (CLRI) for exporting various processed leather categories has been scrapped. These measures, initially introduced to differentiate between raw and value-added leather, have been deemed redundant following the removal of export duties and clearer distinctions in product types. 

 

The decision, made after consultations with the Council for Leather Exports, CLRI, and key stakeholders, is expected to streamline procedures, lower transaction costs, and particularly benefit MSME exporters. It also aligns with India’s goal of strengthening its position in the global leather value chain.
