मुंबई: 2025/07/06: भारत कितना आगे बढ़ा? भारत कितना बेहतर हुआ?  कुछ लोग अमीर हो गए। बाकी लोग पीछे छूट गए  क्या?

 

जो मध्य वर्ग है, आकांक्षी वर्ग है, वह कितना आगे बढ़ा? यह वे सारे सवाल हैं, जो हमारे मन में आते रहते हैं। और ऐसे प्रश्नों का उत्तर समय-समय पर आने वाली रिपोर्ट, आंकड़े जो देते हैं।

 

अब बार-बार यह कहा जाता है। नरेंद्र मोदी सरकार कहती है कि हमने बड़ा कमाल का काम किया। विपक्ष कहता है कि अरे देखो,  सरकार कुछ कर ही नहीं रहे हैं। तो आखिर सच क्या है?  

तो समय-समय पर जो रिपोर्ट्स आती हैं, वो सच बताती है। ऐसा ही एक सच वर्ल्ड बैंक की एक और रिपोर्ट से आया है। वो रिपोर्ट बहुत साफ-साफ कह रही है कि आर्थिक समानता के मामले में भारत एक बेहतर समाज बन रहा है। चीन और अमेरिका से भी बेहतर समाज बन रहा है।

 

अब ये चौंकाने वाला लगेगा। हमारी प्रति व्यक्ति औसत आय के आंकड़े निकाले जाएंगे। हम दुनिया में कहां खड़े हैं, वह आंका जाएगा। पश्चिम के मानकों पर हैप्पीनेस इंडेक्स पर हम कहां खड़े हैं, वो आंका जाएगा।

 

लेकिन सच ये है कि भारत में आर्थिक असमानता घटी है। समानता बढ़ी है। और ये सामान्य बात नहीं है। किसी भी देश के लिए इससे अच्छी चीज नहीं हो सकती। एक तो देश का विकास क्रम अच्छा हो। दूसरा आर्थिक समानता हो।

 

यदि पता चला कि एकदम ही सब गरीब रहे और आर्थिक समानता हो जाए, यह भी अच्छा नहीं है। तो आपके यहां रोजगार बढ़ रहे हैं।  उद्योग धंधे बढ़ रहे हैं।  देश में अलग-अलग पैमानों पर विकास हो रहा है। इंफ्रास्ट्रक्चर का, इनोवेशन का। हर चीज में आप आगे बढ़ रहे हैं। और उसके साथ जो असमानता है, वो भी घट रही है। तब यह कमाल की बात है। और भारत में यह होता हुआ दिख रहा है।

 

अभी जिस रिपोर्ट की मैं बात कर रहा हूं, यह विश्व बैंक की रिपोर्ट है। उस रिपोर्ट में कहा गया है कि 2011-12 और 2022-23 के बीच में भारत में  असमानता में उल्लेखनीय कमी आई है।  अभी दुनिया में अलग-अलग पैमानों पर देखा जाए तो आर्थिक समानता वाले जो सबसे  अच्छे देश हैं, उसमें टॉप फोर जो कंट्रीज हैं, उसमें भारत शामिल है। वर्ल्ड बैंक की रिपोर्ट बताती है कि जो अत्यधिक गरीबी है वो 2011-12 में 16.2%  थी। और 2022-23 में ये 2.3%  ही रह गई।

 

जाहिर है, जो सरकार की योजनाएं हैं, जो विभिन्न योजनाएं हैं, जिनको सरकार कहती है कि हमने गरीबों के लिए, वंचितों के लिए, जो पीछे खड़ा आदमी है, उसके लिए ये योजनाएं चलाई हैं। उसका असर होता हुआ दिख रहा है।

 

ये गिनी इंडेक्स है। उस गिनी इंडेक्स में भारत से बेहतर स्कोर केवल तीन देशों का है। एक स्लोवाक गणराज्य, एक स्लोवेनिया और तीसरा बेलारूस।

 

अब क्या है यह इंडेक्स? गिनी इंडेक्स किसी भी देश में उसकी आबादी में आय वितरण को मापता है और उसमें समानता का स्तर देखता है। एक इतालवी स्टैटिस्टिशियन थे, सांख्यिकी विद, कोराडो गिनी। उन्होंने इसे विकसित किया था। इसीलिए इसका नाम गिनी इंडेक्स रखा गया।

भारत की स्थिति चीन, अमेरिका और ब्रिटेन भी बहुत अच्छी है। भारत का गिनी सूचकांक है 25.5। इसकी वजह से भारत दुनिया का चौथा सबसे अधिक समानता वाला देश है।

 

ये क्या होता है कि किसी देश में घरों और व्यक्तियों के बीच आय और संपत्ति किस तरह समान रूप से वितरित की जाती है?  यह स्कोर शून्य से 100 होता है। और 100 स्कोर का मतलब है कि एक व्यक्ति के पास सारी आय संपत्ति है। और यह जितना कम होता है,  उतना बेहतर है। यानी जितना ज्यादा होगा, उतना असमानता। जितना कम होगा उतना बेहतर।

 

अब आप समझिए कि चीन का स्कोर है 35.7। अमेरिका का है 41.8 और भारत का है 25.5। इस पैमाने पर देखें तो चीन और अमेरिका से हम बेहतर स्थिति में हैं। कई बार, एक वर्ग कहता है ना, कि ठीक है भाई, हमारी इकोनमी बढ़ रही है। हम चौथी सबसे बड़ी अर्थव्यवस्था हो रहे हैं। सब कुछ ठीक है। लेकिन हमारा समाज कैसा बन रहा है? अन इक्‍वल सोसाइटी है। इन इक्‍वलिटी बहुत बढ़ रही है। उसका ये जवाब है।

 

और मुझे लगता है कि ये सबसे महत्वपूर्ण है, क्योंकि और सब चीजें तो चलंगी।  लेकिन ये तो कतई नहीं चल सकती। तो अगर समाज हमारा बेहतर बन रहा है। हम दुनिया के विकसित देशों के मुकाबले अपने बीच में, जो आय का वितरण है, वो बेहतर कर पा रहे हैं। तो इसका सीधा सा मतलब हुआ कि जो सरकार की नीतियां है, वो जमीन पर उतर रही हैं। लोगों को अवसर बेहतर तरीके से मिल रहे हैं।

 

और ये आप लोगों को भी जानना चाहिए। क्योंकि अक्सर तो चर्चा में ये आता ही है ना, कि अरे भाई, हम तो देखो ना, अंबानी, अडानी हो गए। और लोग कहां हैं? तो अंबानी, अडानी ही नहीं हो रहे हैं। दूसरे लोग भी पैसे कमा रहे हैं। और अच्छे पैसे कमा रहे हैं। उसी का परिणाम है ना, कि आप देखिए आप किसी भी शहर में जो रियलस्टेट का बूम है,  किसी भी शहर में आप देखिए, कारों की संख्या, जो दोपहिया वाहन है, उनकी संख्या, सुख सुविधा के जितने साधन हैं, वो जितने बढ़ते चले जा रहे हैं। जो चीजें कभी कही जाती थी कि ये तो बहुत बड़े लोगों के घर में होता है। अब वो हर घर का हिस्सा हो गया है। तो ऐसे ढेर सारी चीजें हैं। इससे भी समझ में आता है कि भारत में जो मध्य वर्ग है, आकांक्षी वर्ग है, वह तेजी से बढ़ रहा है। और उसकी वजह से जो आय की असमानता है,  आर्थिक असमानता है, जो आय का वितरण है, वो ठीक हो रहा है।  समानता बढ़ रही है।

Mumbai: 2025/07/06: How far has India progressed? How much has India improved? Some people have become rich. Have the rest been left behind?

 

How far has the middle class, the aspirational class progressed? These are all the questions that keep coming to our mind and the answers to such questions are given by the reports and statistics that come from time to time.

 

Now this is said again and again. The Narendra Modi government says that we have done a great job. The opposition says that look, they are not doing anything. So what is the truth?

 

So the reports that come from time to time tell the truth. One such truth has come from the report of the World Bank. That report is saying veryone clearly that in terms of economic equality, India is becoming a better society. It is becoming a better society than China and America.

 

Now this will seem shocking. Data on our average per capita income will be released. Where we stand in the world will be assessed. Where we stand on the happiness index on the standards of the West will be assessed.

 

But the truth is that economic inequality has decreased in India. Equality has increased. And this is not a normal thing. Nothing can be better than this for any country. Firstly, the development of the country should be good. Second, there should be economic equality.

 

If it turns out that everyone remains poor and there is economic equality, this is also not good. So employment is increasing here. Industries are growing. Development is taking place on different scales in the country. Of infrastructure, of innovation. You are moving ahead in everything. And along with that, the inequality is also decreasing. Then this is amazing. And this is seen happening in India.

 

The report that I am talking about right now is a World Bank report. That report states that inequality in India has reduced significantly between 2011-12 and 2022-23. If we look at different parameters in the world right now, India is among the top four countries that have the best economic equality. The World Bank report shows that the extreme poverty was 16.2% in 2011-12. And in 2022-23 it remained only 2.3%.

 

Obviously, the government schemes, the various schemes, which the government says that we have started these schemes for the poor, for the deprived, for the man standing at the back. Its effect is visible.

 

This is the Gini Index. Only three countries have a better score than India in that Gini Index. One is Slovak Republic, one is Slovenia and the third is Belarus.

 

Now what is this index? The Gini Index measures the income distribution in the population of any country and looks at the level of equality in it. There was an Italian statistician, Corrado Gini. He developed it. That is why it was named Gini Index.

 

India's position is also very good as compared to China, America and Britain. India's Gini index is 25.5. Because of this, India is the fourth most equal country in the world.

 

What is this, how equally the income and property is distributed among households and individuals in a country? This score is from zero to 100. And a score of 100 means that one person has all the income and property. And the lower it is, the better it is. That is, the more it is, the more inequality. The lower it is, the better it is.

 

Now you understand that China's score is 35.7. America's is 41.8 and India's is 25.5. If we look at this scale, we are in a better position than China and America. Many times, a section says, that okay brother, our economy is growing. We are becoming the fourth largest economy. Everything is fine. But how is our society becoming? It is an unequal society. This inequality is increasing a lot. This is the answer to that.

 

And I think this is the most important, because all other things will go on. But this cannot go on at all. So if our society is becoming better. We are able to do better income distribution among ourselves as compared to the developed countries of the world. So this simply means that the policies of the government are being implemented on the ground. People are getting better opportunities.

 

And you people should also know this. Because often it comes up in discussions that hey brother, look at us, we have become Ambani, Adani. Where are the other people? So it is not only Ambani and Adani. Other people are also earning money. And earning good money. The result of that is that if you see the real estate boom in any city, you see the number of cars, two-wheelers, and all the means of comfort and convenience are increasing. Things that were once said to be found in the homes of very rich people. Now they have become a part of every home. So there are many such things. This also makes it clear that the middle class in India, the aspirational class, is growing rapidly. And because of that, the income inequality, economic inequality, the income distribution, is getting better. Equality is increasing.
