चेन्नई: 31/01/2026: दक्षिण भारतीय राज्य तमिलनाडु की सरकार ने अपनी नई इंटीग्रेटेड टेक्सटाइल पॉलिसी 2025-26 जारी की है, जिसमें राज्य को इनोवेशन, सस्टेनेबिलिटी और समावेशी विकास पर आधारित एक ग्लोबल टेक्सटाइल और अपैरल सोर्सिंग हब में बदलने के लिए एक महत्वाकांक्षी रोडमैप बताया गया है। यह पॉलिसी 2030 तक भारत के 1 ट्रिलियन डॉलर की अर्थव्यवस्था के लक्ष्य में योगदान देने के तमिलनाडु के बड़े उद्देश्य के साथ जुड़ी हुई है।

 

यह पॉलिसी एक चरणबद्ध विज़न अपनाती है। कम समय में, यह आधुनिकीकरण, कौशल विकास, कच्चे माल तक बेहतर पहुंच और ESG और ग्लोबल कंप्लायंस मानकों को तेजी से अपनाने पर ध्यान केंद्रित करती है। मध्यम अवधि में, राज्य का लक्ष्य समर्पित टेक्सटाइल क्लस्टर के माध्यम से 'ब्रांड तमिलनाडु' बनाना है, जबकि दीर्घकालिक लक्ष्य तमिलनाडु को वैल्यू-एडेड और इंटीग्रेटेड टेक्सटाइल उत्पादों के लिए एक ग्लोबल हब के रूप में स्थापित करना है।

 

अगले पांच वर्षों में, सरकार को वैल्यू चेन में महत्वपूर्ण क्षमता अपग्रेड की उम्मीद है, जिसमें 19 लाख स्पिंडल और 8 लाख रोटर का आधुनिकीकरण, इलेक्ट्रॉनिक जैक्वार्ड के साथ 1,000 आधुनिक रैपियर लूम और 3,000 शटललेस लूम की स्थापना, और इंटीग्रेटेड एफ्लुएंट ट्रीटमेंट प्लांट द्वारा समर्थित नई डाइंग, प्रिंटिंग और फिनिशिंग इकाइयों की स्थापना शामिल है। इस योजना में टेक्निकल टेक्सटाइल स्टार्ट-अप, CAD/CAM को अपनाने, गैर-पारंपरिक फाइबर निर्माण, और मैन-मेड फाइबर (MMF) और टेक्निकल टेक्सटाइल में R&D परियोजनाओं के लिए भी समर्थन शामिल है।

 

एक व्यापक वित्तीय सहायता ढांचा इस पॉलिसी का आधार है। स्पिनिंग इकाइयों को पुरानी क्षमता को बदलने के लिए ब्याज सबवेंशन मिलेगा, जबकि हथकरघा और पावरलूम क्षेत्रों को पूंजी सब्सिडी, मुफ्त बिजली, कार्यशील पूंजी सहायता, और कॉमन फैसिलिटी सेंटर जैसे क्लस्टर-आधारित बुनियादी ढांचे से लाभ होगा। प्रोसेसिंग इकाइयां नई सुविधाओं और आधुनिकीकरण दोनों के लिए पूंजी सहायता के लिए पात्र हैं, जबकि गारमेंटिंग इकाइयों को पूंजी सब्सिडी के माध्यम से उन्नत कटिंग तकनीकों को अपनाने के लिए प्रोत्साहित किया जाता है।

 

सस्टेनेबिलिटी और कंप्लायंस पॉलिसी का एक मुख्य स्तंभ हैं। सरकार संसाधन-दक्षता ऑडिट, संरक्षण निवेश का समर्थन करेगी, और ग्लोबल कंप्लायंस और सर्टिफिकेशन आवश्यकताओं के राज्य-स्तरीय संग्रह के माध्यम से मार्गदर्शन प्रदान करेगी। बाजार विकास उपायों में अंतर्राष्ट्रीय मेलों में तमिलनाडु पवेलियन, भागीदारी लागत की प्रतिपूर्ति, और राज्य के भीतर एक वार्षिक अंतर्राष्ट्रीय टेक्सटाइल प्रदर्शनी का शुभारंभ शामिल है। संतुलित क्षेत्रीय विकास को बढ़ावा देने के लिए, 'C' कैटेगरी के जिलों में स्थित यूनिट्स को अतिरिक्त दस प्रतिशत स्पेशल सब्सिडी मिलेगी। यह पॉलिसी तमिलनाडु टेक्निकल टेक्सटाइल्स मिशन भी शुरू करती है, जिसमें एक डेडिकेटेड बजट, प्रोफेशनल सपोर्ट यूनिट, कंसल्टेंसी रीइम्बर्समेंट और एक बड़ा रिसर्च और बिजनेस डेवलपमेंट फंड शामिल है।

 

टेक्सटाइल ट्रेड फैसिलिटेशन सेंटर, एक टेक्निकल एडवाइजरी कमेटी, एक्सपोर्टर एक्सीलेंस अवॉर्ड और मजबूत स्किल डेवलपमेंट पार्टनरशिप जैसे संस्थागत तंत्र का मकसद बिजनेस करने में आसानी को बेहतर बनाना है। राज्य ने सिंगल-विंडो क्लीयरेंस, इंसेंटिव का डायरेक्ट बेनिफिट ट्रांसफर और टेक्सटाइल के लिए ऑटोमैटिक रूट के तहत फॉरेन डायरेक्ट इन्वेस्टमेंट को पूरा सपोर्ट देने की अपनी प्रतिबद्धता दोहराई।

Chennai: 2026/01/31: The government of the southern Indian state of Tamil Nadu has released its New Integrated Textile Policy 2025–26, outlining an ambitious roadmap to transform the state into a global textile and apparel sourcing hub anchored in innovation, sustainability, and inclusive growth. The policy aligns with Tamil Nadu’s broader objective of contributing to India’s $1 trillion economy target by 2030.

 

The policy adopts a phased vision. In the short term, it focuses on modernisation, skill development, improved access to raw materials, and faster adoption of ESG and global compliance standards. Over the medium term, the state aims to build ‘Brand Tamil Nadu’ through dedicated textile clusters, while the long-term goal is to establish Tamil Nadu as a global hub for value-added and integrated textile products.

 

 

Over the next five years, the government expects significant capacity upgrades across the value chain, including modernisation of 19 lakh spindles and 8 lakh rotors, installation of 1,000 modern rapier looms with electronic jacquard and 3,000 shuttleless looms, and establishment of new dyeing, printing, and finishing units supported by integrated effluent treatment plants. The plan also includes support for technical textile start-ups, CAD/CAM adoption, non-conventional fibre manufacturing, and R&D projects in man-made fibre (MMF) and technical textiles.

 

 

A comprehensive fiscal support framework underpins the policy. Spinning units will receive interest subvention for replacing ageing capacity, while handloom and powerloom sectors benefit from capital subsidies, free electricity, working capital support, and cluster-based infrastructure such as common facility centres. Processing units are eligible for capital support for both new facilities and modernisation, while garmenting units are encouraged to adopt advanced cutting technologies through capital subsidies.

 

 

Sustainability and compliance form a central pillar of the policy. The government will support resource-efficiency audits, conservation investments, and provide guidance through a state-level compendium of global compliance and certification requirements. Market development measures include Tamil Nadu pavilions at international fairs, reimbursement of participation costs, and the launch of an annual international textile exhibition within the state.

 

To promote balanced regional growth, units located in ‘C’ category districts will receive an additional ten per cent special subsidy. The policy also introduces the Tamil Nadu Technical Textiles Mission with a dedicated budget, professional support unit, consultancy reimbursement, and a substantial research and business development fund.

 

Institutional mechanisms such as a Textile Trade Facilitation Centre, a Technical Advisory Committee, exporter excellence awards, and strengthened skill development partnerships aim to improve ease of doing business. The state reiterated its commitment to single-window clearances, direct benefit transfer of incentives, and full support for foreign direct investment under the automatic route for textiles.
