Mumbai: India's Finance Minister Nirmala Sitharaman presented the Union Budget for the financial year 2022-23 in the Parliament on 1 February 2022 at 11 am. Finance Minister presented this fourth budget of her tenure. A paperless budget was presented in the house. Earlier, Sitharaman had presented a paperless budget in 2021 as well. Which was a historic step. The Budget 2022 document is also available on the Union Budget Mobile App after it is presented in the Parliament.
The budget focused on health
Budget 2022 presented by Finance Minister Nirmala Sitharaman is focused on infrastructure and health. However, there has been no change in the income tax slab. Spectrum for 5G will be auctioned this year for technology development and 5G will be rolled out in 2023. Sitharaman also announced a centrally regulated digital currency, to be introduced by the Reserve Bank of India.
This budget
is definitely the budget of Finance Minister Nirmala Sitharaman, but in reality, it is the budget of Prime Minister Narendra Modi.
I will talk
about the budget figures sometime later. Right now I am talking about the
political aspect of the budget. The budget comes every year. Elections are also held
almost annually in our country.
Whichever party is in power at the center is tempted to use the budget provisions for their electoral interest. They use it to improve their position in elections. It was even in front of the BJP. There was an election for a state like Uttar Pradesh.
The election of UP is the most important election after the Lok Sabha elections. From here the direction of Lok Sabha elections will be decided.
While starting the election campaign, Amit Shah had said that if you want to see Modi as the Prime Minister again in 2024, then make Yogi win in UP in 2022. What can the party say more important than this? It is clear how much importance the BJP look forward to the 2022 UP elections.
Everyone
knows that Prime Minister Narendra Modi has his own boat bank, which is
different from that of the party. We see time and
again that when elections are held in the states, the votes cast in the Lok
Sabha elections, held in the same state, are less than the boats casted in the Lok Sabha elections. There is only one
reason for this, when the Prime Minister goes to seek votes for himself,
his scope increases. Those who vote for him are more in number than those who vote for the BJP. Even in those states, where the
BJP has a strong organizational base, there are additional boats in the name of
Prime Minister Narendra Modi.
The Prime Minister knows this. But one thing that has not been seen in any leader till date is the rejection of electoral temptation. Avoid it and think ahead. While it is not known whether it will continue or not. It's not even a concern of him.
This budget
is the budget of Modi's confidence
The concern
is that whatever we are doing, it should be safe for the future generations. The future of the people should be safe. This budget in my view is
the budget of Modi's confidence. Capital expenditure has been increased by 35%.
Its basic mantra is to increase the rate of growth and accelerate development.
3. This
budget will increase the growth rate. Growth will accelerate. It will generate
employment. People's income will increase. This will improve the quality of
life of the people. This will bring change in every sector of the economy. This
will further accelerate the pace of development. This is such a budget. Capital
expenditure has been increased by 35%. Its basic mantra is to accelerate the
pace of development.
Despite the
pandemic, the surveys that are coming are positive. Talk about RBI. Let's
talk about the International Fund. Let's talk about the estimate given in the
budget. Everyone is talking about the growth of the Indian economy at the rate
of 8 to 9 percent. Despite such a huge pandemic. This trust, this confidence
was only of Narendra Modi. When the Supreme Court was asking questions, many
other people were asking questions about the vaccine. They were asking how will
so many people get the vaccine within a year. This cannot happen even in four
to five years. Even then Modi did not hesitate. He believed that he would
achieve it. More than 78 percent of the population, who had to get the vaccine,
have had both doses. And about 95 percent of the people have got the signal.
This is no trivial achievement. We probably have more expectations from Modi.
That is why we consider such things, such big achievements as normal.
If the Prime Minister wanted, he could have made populist announcements
In this
budget, if the Prime Minister wanted, he could have made populist
announcements. He did not do. Instead, he focused on a permanent job. Under the
Pradhan Mantri Awas Yojana, Rs 48000 crore was kept for rural housing. In this
80 lakh families will get houses. On an average 5 people live in a family. In
this way, about 4 crore people will get a house.
Tap water
When this
government came, only 17 percent of the households had taps. Water came from
taps in about 3 lakh houses. In the last two years, water has reached more than
5 crore households from taps. There is a provision in this year's budget that
more than 4 crore households will get tap water.
Just imagine that if there were lucrative announcements, some income tax relief, some other tax relief, would it have been better or it would have been much better, which would bring about a radical change in the lives of the people.
Investment in Infrastructure Sector
The kind of
investment being increased in the field of infrastructure, a big industrialist
said that the next 10 years will be a festival of investment in India. That is,
the government is increasing the expenditure. Now the private sector is also
coming out of trouble. The banking sector took 7 years. But the government has
brought it back on track. The NPAs had been corrected. After that Bad Bank
was created. This is all going to happen. Reserve Bank of India will launch
digital currency. A big revolution is about to happen.
The way
business is done, more trade is done in wholesale. That will all come in
digital currency. Efficiency will increase. The cost will be less. But these are
all small things. Most importantly, corruption will be reduced. The scope for
doing corruption, for doing dishonesty will almost end.
The option of 5G will start in 2022. This digitization is happening. 5G is going to start. Service will start in 2023. Broadband service will reach all villages by 2025. It will have a multiplier effect. It will give emphasis to many dimensions of development.
Modi doesn't
think small talk
Modi does
not think of small talk. One thing is repeatedly raised in the newspapers.
Political people are raising in the media that the tax that the middle class
pays is not being thought of. But everyone pays tax. We all pay indirect tax
which is GST. It is not that the contribution of the middle class is less. I am
not trying to reduce that. The middle class has a huge contribution. But the
problem of the government is that 7 crore people file income tax returns. The
taxpayers are hardly 2.53 crore people. They should get the benefit but there
is another way also. He has to find another way to increase their income. How will
your income increase? When the country's economy will grow rapidly. Your salary
will increase. You will get an increment. Those who have lost their jobs will get
employment. This is what is happening. The way manufacturing is being promoted.
Efforts to convert the economy from consumption-based to manufacturing-based
The economy of our country is consumption-based. It was not yet manufacturing-based. Efforts are being made to make it manufacturing-based. The biggest work in this has been the production-linked incentive of PLI. The government is encouraging companies that if you increase your production, the government will give you cash incentives for that. This scheme has been so successful that now there is a demand from other areas to start it. There is demand from the areas where this scheme is going on, its scope should be increased. What is its advantage? Exports will increase. But the real thing is that it will increase employment.
The question
is of getting employment and there is a steady increase in employment. It is
not about deduction in the tax slab. May your salary increase. If the company is
doing well, it is getting good profit, then it also gives various incentives to
its employees. Promotion is given. All facilities are
provided.
This happens only when the economy is growing. If the economy is going down, none of this happens. Then your salary is deducted. Then your job is lost. Now guess all these things.
There is no need for populist promises
The government is increasing the CAPEX by 35%. If the
government wanted populist promises, she would have reduced some taxes, given some other
things to the public, by not doing capital expenditure, then people would have
applauded. But what about the economy? What will happen to our children's
future? Modi is thinking about how to put the Indian economy on a strong
footing. You look at this budget as follows.
Ever since I
am watching, reading, listening to this budget, this is the first time that
even the biggest opponent of Modi is not able to find any flaw in this budget.
Take a look at today's newspaper. Watch the debates that are happening on TV
channels, the experts who are speaking, the comments that are coming on social
media, the articles that are being published. Everyone is of the opinion that this is a
step in the right direction. One cannot believe how a political party can
ignore its electoral temptation in such a way. How can she not think of
taking electoral advantage? This is the difference between other politicians
and Modi. How did this difference come about? Modi is sure that people have
faith in him. They know that the steps, he will take, people believe that they
have taken that step for the right, for the good of the country and society.
People blindly trust Modi's intentions
People
blindly trust Modi's intentions. Modi may be wrong. He can do wrong. But he cannot do anything with the wrong intention. People have started to
believe it. And such beliefs of the people is what you see in the election results of
2014, 2017, 2019.
But I am saying one more thing. Prime Minister Narendra Modi has announced the results of the Uttar Pradesh assembly elections through this budget. He has announced that the Bharatiya Janata Party is going to win the Uttar Pradesh elections by a huge margin. Without this confidence, this budget could not have come. He would not have the courage to present such a budget unless there is the confidence that we are going to win the Uttar Pradesh elections on a grand scale at all costs. Otherwise, he would not have taken the risk. This is a risk in the eyes of the public. But this budget is the result of Modi's faith in the people and his own ability. The Election Commission will announce the result of the Uttar Pradesh assembly elections on March 10. Prime Minister Narendra Modi declared on February 1 that BJP is neither losing the election nor in trouble in Uttar Pradesh. This budget is talking about that.
Modi mainstreamed the politics of development in
seven years
Modi did
politics of development in the last seven years. He is mainstreaming the politics. He brought it into the mainstream. It was still marginalized. Politicians were talking
about it. It was discussed. But as soon as the elections came, the politicians
used to shun it. The issue of development will be seen after the elections.
Modi said no. He will not see it later. He will contest elections on this issue. He will fight on the strength of his work. With the work he has done. He has won the trust of the people. And he trust people that they will understand his point that if he has not made these populist announcements, then it is not in their interest. He is serving their long-term interest. He does not want to change this discourse for immediate political gains.
Modi has blunted the edge of politics of caste identity in 7 years
Modi has
blunted the edge of politics of caste identity in 7 years. He has created
a new category of people, which is the category of the beneficiaries. That class has faith
in Modi. And Modi has faith in that class. This budget is the result of that
trust.
Such a huge investment in infrastructure and capital expenditure
This is the
first time that such a huge investment is happening in terms of infrastructure and
capital expenditure, regardless of the fiscal deficit. And only the central
government is not going to do it. That is not the cace. States are also getting one lakh crore
interest-free loans for three years to invest in infrastructure projects.
Apart from
this, what will be the capital expenditure of the states. The states will get
money from the center, when they are invested. All this will have a multiplier
effect. Internationals are also saying. Experts are saying. The time to come
will be the time of the Indian economy. Talking about a 5 trillion economy by
2025, we are moving very fast in that direction. This budget will give it
momentum. Will give impetus to the Indian economy. This budget has come like a
new dawn for the Indian youth.
Look at
this budget in a big way. Don't dismiss it for petty gains. You can criticize
Modi for anything but you cannot say that he does not understand the problems. And he does not try to solve the problem. Success or failure is a matter of later. But the
problem is understandable. Its diagnosis is understandable. He tries. Look at
this budget from this perspective.
