मुंबई:२०२४/०२/०७: यह पूरक बजट बहुत बढि़यां बजट है। यह किसी भी तरह का लोक लुभावन बजट नहीं है। आर आर लीन के एमडी एवं हिंदुस्‍तान चैंबर ऑफ कॉमर्स के पूर्व अध्‍यक्ष शिखरचंद जैन ने यह जानकारी दी।

 

उन्‍होंने कहा कि इस बजट में जनता को किसी तरह का घूस नहीं है। जनता के साथ स्‍पष्‍ट संवाद है कि अगर हमारे राष्‍ट्र को विकसित राष्‍ट्र बनाना है तो इसी मार्ग पर चलना होगा।

श्री जैन ने कहा कि आयकर की दर को २५ प्रतिशत से घटा कर २२ प्रतिशत की गई है। यह आयकर की दर आगामी सालों में और भी कम होती चली जाएगी। हम अनुमान लगाते हैं कि अगले पांच सालों में यह आयकर की दर १५ प्रतिशत पर आ जाएगी। बैंकों के व्‍याज की दर घटेगी। अमेरिका और यूरोप में व्‍याज की दर ३ प्रतिशत, ४ प्रतिशत है। सिंगापुर में यह २ प्रतिशत है । हमारे देश में भी ६ प्रतिशत व्‍याज दर होनी चाहिए।

उन्‍होंने कहा कि मैं यह समझता हूं कि देश के विकास के लिए अगले २५ सालों के विकास की रूपरेखा लेकर मोदी जी चल रहे हैं। एक दूरदृष्‍टि के साथ मोदी जी चल रहे हैं। आत्‍म विश्‍वास से भरे हुए हमारे प्रधान मंत्री ने जो बजट दिया है, यह हमारे राष्‍ट्र के कल्‍याण के लिए अति आवश्‍यक है।

 

सरकार ने यह नियम लागू किया है कि बिल बनने के ४५ दिनों के भीतर बकाया राशि का भुकतान करना है।  यह व्‍यापार के हित में अति आवश्‍यक कदम है। हमलोग बार बार यह शिकायत करते हैं कि हमारी रकम नहीं आती  है। हमारे पैसे फस जाते हैं। हम कोर्ट में जाते हैं। हम १३८ में जाते हैं। हम आरबिट्रेशन  में जाते हैं। परिणाम क्‍या होता है कि वहीं के वहीं खड़े होते हैं।

 

जो हजारों करोड़ का व्‍यापार  करते हैं वे तो कैश में पैसा देते हैं। जो लाखों में व्‍यापार करते हैं, वे सालों साल पैसा अटका कर रखते हैं। ऐसा क्‍यों? कारण यह है कि हमें रोना तो आता है मगर हमें अपने को ठीक करना नहीं आता ।

 

उन्‍होंने कहा कि इस कदम से अनेक फायदे होंगे। पहली बात कि रकम फसेगी नहीं। व्‍यापार का चक्र ६ गुणा ज्‍याद बढ़ेगा। ४५ दिनों में किसी भी हालत में आपके घर  में रकम आनी  है।  यदि आप दो प्रतिशत के मुनाफे पर व्‍यापार करते हैं तो भी आपका व्‍यापार बढ़कर  १२ प्रतिशत हो जाएगा। कोर्ट या आरबीट्रेशन में जाना नहीं होगा। सारा व्‍यापार सुरक्षित होगा। जिन्‍हें लंबी उधारी में माल चाहिए। उन्‍हें आढ़तियों का सहारा लेना होगा। आढ़त का व्‍यापार पुनर्स्‍थापित होगा। बैंक ८ से १०  प्रतिशत व्‍याज पर लोन देगी। कच्‍चे के लेनदेन पर लगाम लगेगी। इससे आयकर की दरों में भी कमी होगी। जो समय पर पेमेंट नहीं देंगे वे फसेंगे। उधार देने वाला नहीं फसेगा।

He said that there is no bribe to the public in this budget. There is a clear communication with the public that if our nation has to be made a developed nation then we will have to follow this path.

 

Shri Jain said that the income tax rate has been reduced from 25 percent to 22 percent. This income tax rate will continue to reduce further in the coming years. We estimate that this income tax rate will come down to 15 percent in the next five years. The interest rates of banks will decrease. The interest rate in America and Europe is 3 percent, 4 percent. In Singapore it is 2 percent. There should be 6 percent interest rate in our country also.

 

He said that I think that Modi ji is going on a development plan for the next 25 years for the development of the country. Modi ji is moving forward with a vision. The budget given by our confident Prime Minister is essential for the welfare of our nation.

 

The government has imposed a rule that the outstanding amount has to be paid within 45 days of the bill being generated. This is a very important step in the interest of business. We repeatedly complain that our money is not coming. Our money gets wasted. We go to court. We go to 138. We go to arbitration. The result is that they just stand there.

 

Those who do business worth thousands of crores pay in cash. Those who do business worth lakhs keep the money stuck for years. Why so? The reason is that we know how to cry but we do not know how to correct ourselves.

 

He said that this step will have many benefits. The first thing is that the money will not be wasted. The business cycle will increase 6 times. In any case, the money has to come to your house within 45 days. Even if you trade at a profit of two percent, your business will grow to 12 percent. There will be no need to go to court or arbitration. All business will be safe. Those who need goods on long credit. They will have to take the help of middlemen. The broker's business will be reestablished. The bank will give loan at 8 to 10 percent interest. Crude transactions will be curbed. This will also reduce income tax rates. Those who do not pay on time will get trapped. The lender will not be trapped.
