नई दिल्ली: 21 अगस्त 2024: भारत सरकार ने कपास पर गुणवत्ता नियंत्रण आदेश (QCO) के क्रियान्वयन को एक साल के लिए फिर बढ़ा दिया है। कपड़ा मंत्रालय ने एक अधिसूचना जारी कर कहा कि QCO अब 27 अगस्त, 2025 से लागू होगा।

सरकार ने पॉलिएस्टर, विस्कोस फाइबर और अन्य उत्पादों पर QCO लागू किया है, लेकिन उसने कपास फाइबर के साथ उतना कड़ा रुख नहीं अपनाया है।

कपड़ा मंत्रालय द्वारा पिछले सप्ताह जारी अधिसूचना के अनुसार, कपास गांठें (गुणवत्ता नियंत्रण) आदेश 2023 अब 27 अगस्त, 2025 से प्रभावी होगा। इसे शुरू में 2024 में लागू होना था और मूल रूप से 2023 के लिए निर्धारित किया गया था।

भारत का जिनिंग उद्योग QCO के कड़े मानदंडों का विरोध कर रहा है। उद्योग नमी, कचरा और अन्य विशिष्टताओं के लिए भारतीय मानक ब्यूरो (BIS) द्वारा निर्धारित गुणवत्ता मानकों को पूरा करने में असमर्थ है।

क्यूसीओ को आधुनिक मशीनरी में भारी निवेश की आवश्यकता होती है, लेकिन उद्योग में बड़े पैमाने पर एमएसएमई इकाइयों का वर्चस्व है। ये इकाइयां बुनियादी मशीनरी के साथ काम करती हैं और अपने संयंत्रों को आधुनिक बनाने में कठिनाइयों का सामना करती हैं।

 

India again extends implementation of QCO on cotton for one year

New Delhi: 21 Aug 2024:  The Indian government has once again extended the implementation of the Quality Control Order (QCO) on cotton for one year. The Ministry of Textiles issued a notification stating that the QCO will now come into effect from August 27, 2025.

The government has implemented QCO on polyester, viscose fibre, and other products, but it has not taken the same tough stand with cotton fibre.

According to the notification issued by the Ministry of Textiles last week, the Cotton Bales (Quality Control) Order 2023 will now take effect from August 27, 2025. It was initially set to come into effect in 2024 and was originally scheduled for 2023.

India’s ginning industry is opposed to the stringent norms of the QCO. The industry is unable to meet the quality standards prescribed by the Bureau of Indian Standards (BIS) for moisture, trash, and other specifications. 

The QCO requires heavy investment in modern machinery, but the industry is largely dominated by MSME units. These units operate with basic machinery and face difficulties in modernising their plants.
