उद्योग सूत्रों ने अनुमान लगाया कि CCI ने इस साल 14 दिसंबर तक 30.98 लाख गांठें कपास खरीदी थीं। कुल खरीद में से, CCI ने अकेले तेलंगाना से दो-तिहाई से अधिक कपास खरीदा है, जो 19.94 लाख गांठ है। महाराष्ट्र से CCI ने 5.42 लाख गांठ कपास, आंध्र प्रदेश से 1.80 लाख गांठ कपास और कर्नाटक से 1.66 लाख गांठ कपास की खरीद की है। इसके अलावा, गुजरात ने 88,000 गांठ कपास, मध्य प्रदेश ने 87,000 गांठ कपास, उत्तर भारत (कपास उत्पादक राज्य ऊपरी राजस्थान, निचला राजस्थान, पंजाब और हरियाणा सहित) ने 20,000 गांठ कपास और ओडिशा ने 21,000 गांठ कपास की खरीद की है।

 

भारत का कपास विपणन सत्र 1 अक्टूबर से शुरू होता है, लेकिन बाजार की स्थितियों के आधार पर कपास की खरीद थोड़ी देर बाद शुरू होती है। यदि कपास की कीमतें निर्धारित एमएसपी से नीचे गिरती हैं तो सीसीआई को बाजार संचालन में हस्तक्षेप करने का अधिकार है। भारत सरकार ने चालू सीजन 2024-25 के लिए मध्यम स्टेपल के लिए ₹7,121 प्रति क्विंटल और लंबे स्टेपल बीज कपास (कपास) के लिए ₹7,521 प्रति क्विंटल एमएसपी तय किया था।

 

अधिकांश कपास उत्पादक राज्यों में खुले बाजार में बीज कपास की कम कीमतों ने किसानों को अपनी उपज सीसीआई के खरीद केंद्रों पर बेचने के लिए प्रेरित किया है। चूंकि तेलंगाना में बाजार मूल्य और एमएसपी के बीच काफी अंतर देखा गया है, इसलिए किसान अपनी उपज बेचने के लिए कतार में खड़े हैं।

 

व्यापार सूत्रों ने कहा कि कम बाजार मूल्य चालू सीजन में सीसीआई की कपास खरीद को और बढ़ावा देगा। चालू सीजन में कुल खरीद का अनुमान लगाना मुश्किल है, लेकिन कुछ व्यापार स्रोतों ने कुल खरीद 60 लाख से 100 लाख गांठ के बीच होने का अनुमान लगाया है।

 

सीसीआई ने पिछले दो सीजन में पर्याप्त मात्रा में कपास की खरीद नहीं की। इसने वर्ष 2023-24 में 214,313 गांठें खरीदी थीं। वर्ष 2022-23 और 2021-22 में इसकी खरीद नगण्य रही। हालांकि, सीसीआई ने वर्ष 2020-21 में 91.89 लाख गांठें और वर्ष 2019-20 में 105.14 लाख गांठें कपास की खरीद की थी।

Navi Mumbai : 2024/12/24: India has procured 30.98 lakh bales of 170 kg cotton in the two and a half months since the current season began in October 2024. After a gap of three years, the Indian nodal agency for government procurement, the Cotton Corporation of India (CCI), has procured a large amount of the natural fibre, as cotton prices are lower in the open market compared to the minimum support price (MSP).

Industry sources estimated that the CCI had procured 30.98 lakh bales of cotton by December 14 this year. Of the total procurement, CCI has purchased over two-thirds of the cotton from Telangana alone, amounting to 19.94 lakh bales. From Maharashtra, CCI has procured 5.42 lakh bales of cotton, 1.80 lakh bales from Andhra Pradesh, and 1.66 lakh bales from Karnataka. Additionally, Gujarat contributed 88,000 bales, Madhya Pradesh 87,000 bales, north India (including cotton-producing states upper Rajasthan, lower Rajasthan, Punjab, and Haryana) 20,000 bales, and Odisha 21,000 bales to CCI’s cotton procurement in the current season.

 

India’s cotton marketing season begins on October 1, but cotton procurement starts a little later, depending on market conditions. CCI is mandated to intervene in market operations if cotton prices fall below the prescribed MSP. The Indian government had fixed the MSP at ₹7,121 per quintal for medium staple and ₹7,521 per quintal for long staple seed cotton (Kapas) for the current season 2024-25.

 

Lower prices of seed cotton in the open market in most cotton-producing states have driven farmers to sell their produce at CCI’s procurement centres. As Telangana has witnessed a significant gap between market price and MSP, farmers queue up to sell their produce.

 

Trade sources said that lower market prices would boost CCI’s cotton procurement further in the current season. It is difficult to estimate total procurement in the current season, but some trade sources projected total procurement to be between 60 lakh to 100 lakh bales.

 

CCI did not procure cotton in significant quantities in the last two seasons. It had purchased 214,313 bales in the year 2023-24. Its procurement was negligible in the years 2022-23 and 2021-22. However, CCI had procured 91.89 lakh bales in 2020-21 and 105.14 lakh bales of cotton in 2019-20.
