बीजिंग: 22/07/2026: चीन ने हाल ही में कहा है कि वह व्यापार और
आर्थिक समस्याओं को हल करने के लिए यूरोपीय संघ (EU) के साथ मिलकर काम कर सकता
है। उसने इस विचार को खारिज कर दिया कि चीन इन समस्याओं की जड़ है और सप्लाई चेन
को अलग-थलग करने (decoupling) के बजाय बातचीत पर जोर दिया।
चीनी विदेश मंत्रालय के प्रवक्ता लिन जियान ने एक दैनिक
मीडिया ब्रीफिंग में EU सदस्य देशों के नेताओं की टिप्पणियों के बारे में पूछे जाने
पर ये बातें कहीं।
इससे पहले 17 जुलाई को, फ्रांस के राष्ट्रपति मैक्रों और जर्मनी के चांसलर मर्ज़ ने
चीन-EU व्यापार असंतुलन, औद्योगिक सब्सिडी और
रेनमिनबी (RMB)
विनिमय दर पर
चिंता जताई थी। साथ ही, उन्होंने कहा कि फ्रांस और जर्मनी चीन-विरोधी नहीं हैं और
वे चीन से अलग नहीं होना चाहते, जबकि उन्होंने चीन की इनोवेशन उपलब्धियों को भी माना और
खुली बातचीत के लिए इच्छा जताई।
लिन ने कहा, "ये मतभेद चीन-EU के आपसी भरोसे और सहयोग
में बाधा नहीं बनने चाहिए, न ही सप्लाई चेन को अलग करने या तोड़ने का बहाना बनने चाहिए, और निश्चित रूप से चीन पर
बेबुनियाद आरोप लगाने का कारण तो बिल्कुल नहीं बनने चाहिए।" उन्होंने कहा कि
चीन EU के साथ आर्थिक और
व्यापारिक मतभेदों को बहुत महत्व देता है और मानता है कि दोनों पक्ष बातचीत, परामर्श और नीतिगत चर्चा
के माध्यम से इन्हें सुलझा सकते हैं।
उन्होंने कहा कि चीन-EU आर्थिक और व्यापारिक
संबंध 'दोनों पक्षों के
लिए फायदेमंद'
(win-win) हैं। उन्होंने कहा कि चीन कभी भी यूरोप के साथ व्यापार
अधिशेष (trade
surplus) नहीं चाहता और व्यापार का ढांचा अंतरराष्ट्रीय श्रम विभाजन, प्रतिस्पर्धी लाभ और अन्य
कारकों से तय होता है।
लिन ने कहा कि विश्व व्यापार संगठन (WTO) के ढांचे के तहत, अंतरराष्ट्रीय व्यापार
दोतरफा होता है और इसमें कोई जबरन व्यापार नहीं होता। उन्होंने जोर देकर कहा कि
चीन WTO के नियमों और
बाजार अर्थव्यवस्था के बुनियादी मानदंडों का पालन करता है, जिसमें मुक्त व्यापार, निष्पक्ष प्रतिस्पर्धा और
खुला सहयोग शामिल है, और कहा कि चीन में WTO द्वारा प्रतिबंधित कोई
सब्सिडी नहीं है।
मुद्रा के बारे में लिन ने कहा, "चीन एक जिम्मेदार प्रमुख
देश है। हमने कभी भी मुद्रा दर में हेरफेर नहीं किया है, और प्रतिस्पर्धी बढ़त
हासिल करने के लिए अपनी मुद्रा का अवमूल्यन (undervalue) नहीं करेंगे, और न ही व्यापार विवादों
सहित बाहरी व्यवधानों से खुद को बचाने के लिए मुद्रा दर का इस्तेमाल एक उपकरण के
तौर पर करेंगे।" लिन ने कहा कि संरक्षणवाद से कोई समाधान नहीं निकलता और
सहयोग ही आगे बढ़ने का सही रास्ता है। उन्होंने बताया कि हाल ही में कई यूरोपीय कंपनियों
ने तर्क दिया है कि 'डीकपलिंग' (एक-दूसरे से अलग होने) से काम नहीं चलेगा और उन्होंने चीन
के साथ ज़्यादा सहयोग की वकालत की है। साथ ही, चीन-EU व्यापार और निवेश पर हुई
बातचीत की पहली बैठक में व्यापक, गहन और रचनात्मक चर्चा हुई और नई प्रगति देखने को मिली।
उन्होंने कहा कि EU के मुख्य सदस्य देशों के तौर पर फ्रांस और
जर्मनी को समझदारी भरा और व्यावहारिक रुख अपनाना चाहिए। उन्हें EU को चीन की ही दिशा में
आगे बढ़ने में मदद करनी चाहिए और बातचीत व चर्चा के ज़रिए चिंताओं को दूर करना
चाहिए, ताकि चीन-EU व्यापारिक रिश्ते ज़्यादा
संतुलित और टिकाऊ बन सकें।
China urges EU dialogue to resolve trade differences
Beijing:
2026/07/22: China recently said that it can work with the European Union (EU)
to address trade and economic problems, rejecting the view that China is the
root cause of those issues and urging dialogue rather than decoupling of supply
chains.
Chinese
foreign ministry spokesperson Lin Jian made the comments at a daily media
briefing when asked about remarks by leaders of EU member states.
Earlier
on July 17, French President Macron and German Chancellor Merz reportedly
raised concerns over China-EU trade imbalances, industrial subsidies and the
renminbi (RMB) exchange rate. At the same time, they stated France and Germany
were not anti-China and were not seeking to decouple from China, while
recognising China’s innovation achievements and expressing willingness for open
dialogue.
Lin
said, "Those differences should not be an obstacle to China-EU mutual
trust and co-operation, the pretext to decouple and sever supply chains, and
still less be used as an excuse for making groundless accusations against
China," adding that China attaches high importance to economic and trade
differences with the EU and believes both sides can handle them through
dialogue, consultation and policy interaction.
He
noted China-EU economic and trade relations are 'win-win in nature', adding
that China never seeks a trade surplus with Europe and that the trade structure
is shaped by international division of labour, competitive advantages and other
factors.
Under
the World Trade Organization (WTO) framework, international trade is a two-way
street and there is no forced trade, Lin said. He emphasised China abides by
WTO rules and basic norms of the market economy, including free trade, fair
competition and open cooperation, and added there are no WTO-prohibited
subsidies in China.
On
currency, Lin said, "China is a responsible major country. We have never
manipulated currency rate, and will not undervalue our currency to gain a
competitive edge, still less will use currency rate as a tool to shield us from
external disruptions including trade disputes."
Lin
mentioned protectionism leads no way out and that co-operation remains the way
forward, adding many European companies have recently argued that decoupling
would not work and called for more cooperation with China, and that the first
meeting of the China-EU Trade and Investment Consultations produced
comprehensive, in-depth and constructive discussions and new progress.
He noted France and Germany, as core EU member states, should take a rational and practical approach, help the EU move in the same direction as China and address concerns through dialogue and negotiation to support a more balanced and sustainable China-EU trade relationship.
