India refrains from signing agreements at IPEF ministerial meeting !! भारत ने IPEF मंत्रिस्तरीय बैठक में समझौतों पर हस्ताक्षर करने से परहेज किया

 

सिंगापुर : 2024/06/07: समृद्धि के लिए भारत-प्रशांत आर्थिक ढांचे (IPEF) के सदस्यों ने कल 21वीं सदी की चुनौतियों का समाधान करने और पूरे क्षेत्र में आर्थिक जुड़ाव को मजबूत करने के लिए समझौतों पर हस्ताक्षर किए।

 

हालांकि भारत ने हस्ताक्षर की कार्यवाही और सिंगापुर में आयोजित मंत्रिस्तरीय बैठक में भाग लिया, लेकिन उसने औपचारिक रूप से समझौतों पर हस्ताक्षर नहीं किए क्योंकि घरेलू अनुमोदन प्रक्रियाएँ चल रही हैं और नई सरकार के गठन के बाद पूरी होंगी, भारतीय वाणिज्य और उद्योग मंत्रालय की एक विज्ञप्ति में कहा गया है।

 

ये समझौते तब लागू होंगे जब कम से कम पाँच IPEF भागीदार अनुसमर्थन, स्वीकृति या अनुमोदन के लिए अपनी आंतरिक कानूनी प्रक्रियाएँ पूरी कर लेंगे।

 

भारतीय प्रतिनिधिमंडल का नेतृत्व वाणिज्य विभाग के सचिव सुनील बर्थवाल ने किया।

 

14 नवंबर 2023 के IPEF मंत्रिस्तरीय वक्तव्य ने स्वच्छ अर्थव्यवस्था, निष्पक्ष अर्थव्यवस्था और समृद्धि के लिए भारत-प्रशांत आर्थिक ढांचे पर व्यापक समझौते के लिए बातचीत के पर्याप्त समापन की घोषणा की। इसके अनुसार, आईपीईएफ भागीदारों ने इन समझौतों और घरेलू अनुमोदन प्रक्रियाओं के लिए पाठ की कानूनी समीक्षा पूरी की।

 

आईपीईएफ स्वच्छ अर्थव्यवस्था समझौता निवेश, रियायती वित्तपोषण, संयुक्त सहयोगी परियोजनाओं, कार्यबल विकास और तकनीकी सहायता तथा उद्योगों, विशेष रूप से सूक्ष्म, लघु और मध्यम उद्यमों के लिए क्षमता निर्माण की सुविधा प्रदान करेगा।

 

समूह द्वारा ई-कचरा शहरी खनन पर भारत के नेतृत्व में एक नए सहकारी कार्य कार्यक्रम (सीडब्ल्यूपी) की घोषणा की गई। यह आईपीईएफ भागीदारों के लिए अधिक टिकाऊ ई-कचरा प्रबंधन प्रणाली की सुविधा प्रदान करेगा।

 

बैठक में निवेशक मंच पर, चार भारतीय परियोजनाओं ने अपनी अवधारणाएँ पेश कीं और 10 भारतीय जलवायु तकनीक स्टार्ट-अप ने वैश्विक निवेशक समुदाय के समक्ष अपना व्यवसाय मामला प्रस्तुत किया।

 

मंत्रिस्तरीय बैठक में इस वर्ष जुलाई में तीन आपूर्ति श्रृंखला संस्थागत समितियों की पहली बैठक वर्चुअल रूप से तथा 2024 के उत्तरार्ध में वाशिंगटन डीसी में व्यक्तिगत रूप से आयोजित करने को प्रोत्साहित करने का निर्णय लिया गया।

 

इस वर्ष सितंबर में अगली मंत्रिस्तरीय बैठक वर्चुअल रूप से आयोजित करने तथा 2025 में आईपीईएफ परिषद और संयुक्त आयोग की पहली बैठक आयोजित करने की दिशा में काम करने का भी निर्णय लिया गया।

 

आईपीईएफ की शुरुआत 23 मई, 2022 को टोक्यो में की गई, जिसमें 14 देश शामिल हैं: ऑस्ट्रेलिया, ब्रुनेई, फिजी, भारत, इंडोनेशिया, जापान, कोरिया गणराज्य, मलेशिया, न्यूजीलैंड, फिलीपींस, सिंगापुर, थाईलैंड, वियतनाम और संयुक्त राज्य अमेरिका।

Singapore : 2024/06/07: Members of the Indo-Pacific Economic Framework for Prosperity (IPEF) yesterday signed agreements to address 21st century challenges and strengthen economic engagement across the region.

 

Though India participated in the signing proceedings and the ministerial meeting held in Singapore, it did not formally sign the agreements as domestic approval processes are under way and will be completed after formation of the new government, a release from the Indian ministry of commerce and industry said.

 

These agreements will enter into force after at least five IPEF partners complete their internal legal procedures for ratification, acceptance or approval.

 

The Indian delegation was led by secretary in the department of commerce Sunil Barthwal.

 

The IPEF Ministerial Statement of 14 November 2023 declared substantial conclusion of negotiations for Clean Economy, Fair Economy, and the overarching Agreement on the Indo-Pacific Economic Framework for Prosperity. Pursuant to this, the IPEF partners completed legal review of the text for these agreements and domestic approval processes.

 

The IPEF Clean Economy Agreement will facilitate investments, concessional financing, joint collaborative projects, workforce development and technical assistance and capacity building for industries, in particular micro, small and medium enterprises.

 

A new cooperative work programme (CWP) led by India on e-waste urban mining was announced by the group. This will facilitate a more sustainable e-waste management system for IPEF partners.

 

At the investor forum at the meeting, four Indian projects pitched their concepts and 10 Indian climate tech start-ups presented their business case before the global investor community.

 

The ministerial meeting decided to encourage holding of first meeting of the three supply chain institutional committees virtually in July this year and in-person in Washington DC in the later half of 2024.

 

It was also decided to hold next ministerial meeting virtually in September this year and work towards holding the first meeting of IPEF Council and the Joint Commission in 2025.

 

IPEF was launched on May 23, 2022, at Tokyo, comprising 14 countries: Australia, Brunei, Fiji, India, Indonesia, Japan, Republic of Korea, Malaysia, New Zealand, Philippines, Singapore, Thailand, Vietnam and the United States.
