मुंबई: 2026/02/01: हम वित्त मंत्री के बजट 2026-27 और भारत की टेक्सटाइल वैल्यू चेन के लिए घोषित व्यापक उपायों का स्वागत करते हैं। यह पैकेज सेक्टर को आधुनिक बनाने, वैल्यू चेन में आजीविका को मजबूत करने और घरेलू और वैश्विक बाजारों में भारत की प्रतिस्पर्धात्मकता को तेज करने के लिए एक स्पष्ट, परिणाम-उन्मुख इरादे का संकेत देता है।

 

घोषित मुख्य पहलें टेक्सटाइल अर्थव्यवस्था के हर पहलू को संबोधित करती हैं। नेशनल फाइबर मिशन, जो प्राकृतिक फाइबर के साथ-साथ मानव निर्मित और विशेष उपयोग वाले फाइबर में आत्मनिर्भरता पर केंद्रित है, विश्वसनीय कच्चे माल की आपूर्ति सुनिश्चित करने और आयात पर निर्भरता कम करने की दिशा में एक महत्वपूर्ण कदम है। इसके पूरक के रूप में, कपास उत्पादकता मिशन का लक्ष्य उपज बढ़ाना, अतिरिक्त-लंबे स्टेपल किस्मों को बढ़ावा देना और किसानों को विज्ञान और प्रौद्योगिकी सहायता प्रदान करना है, जिससे किसानों की आय में सुधार होगा और उद्योग के उपयोग के लिए अधिक स्थिर, उच्च गुणवत्ता वाला कपास मिलेगा।

 

पारंपरिक कपड़ा क्षेत्रों के पुनरुद्धार और समावेशन पर बजट विशेष रूप से सकारात्मक है। महात्मा गांधी ग्राम स्वराज पहल खादी, हथकरघा और हस्तशिल्प को बड़े पैमाने पर बढ़ावा देगी, जबकि प्रस्तावित राष्ट्रीय हथकरघा और हस्तशिल्प कार्यक्रम कारीगरों और छोटे उत्पादकों के लिए बाजार पहुंच और मूल्यवर्धन में सुधार के लिए मौजूदा योजनाओं को एकीकृत और विस्तारित करेगा। पारंपरिक कपड़ा समूहों को आधुनिक बनाने के लिए घोषित विस्तार और रोजगार सृजन पर ध्यान सीधे क्लस्टर अर्थव्यवस्थाओं को लाभ पहुंचाएगा और लाखों लोगों की आजीविका को बनाए रखेगा।

 

कौशल विकास और आधुनिकीकरण पर सरकार का जोर स्वागत योग्य है। समर्थ 2.0 और व्यापक कौशल विकास पारिस्थितिकी तंत्र की प्रतिबद्धताएं श्रमिकों को समकालीन विनिर्माण और डिजाइन कौशल से लैस करेंगी, जिससे उत्पादकता में वृद्धि होगी और उद्योग 4.0 प्रौद्योगिकियों को तेजी से अपनाया जा सकेगा। ये उपाय, नेशनल सेंटर्स ऑफ एक्सीलेंस और बजट में अन्य कौशल विकास पहलों के साथ मिलकर, श्रम बाजार की जरूरतों और उच्च मूल्य उत्पादन की ओर संक्रमण दोनों को संबोधित करने में मदद करेंगे।

 

टेक्सटाइल इको पहल के माध्यम से स्थिरता और वैश्विक मानकों पर आवश्यक ध्यान दिया गया है, जिसका लक्ष्य विश्व स्तरीय, पर्यावरण की दृष्टि से टिकाऊ वस्त्र और परिधान बनाना है। यह, मिशन मोड में नए मेगा टेक्सटाइल पार्क की नियोजित स्थापना के साथ मिलकर, निवेश आकर्षित करेगा, अनुपालन और पता लगाने की क्षमता में सुधार करेगा, और पैमाने, गुणवत्ता नियंत्रण और निर्यात के लिए एकीकृत केंद्र बनाएगा।

 

भाषण में घोषित व्यापार और सीमा शुल्क उपाय व्यावहारिक और लक्षित हैं। निर्दिष्ट शटल-लेस करघों और अन्य कपड़ा मशीनरी को मूल सीमा शुल्क से छूट देने से आधुनिकीकरण के लिए पूंजीगत व्यय की बाधाएं कम होंगी। बुने हुए कपड़ों के लिए टैरिफ लाइनों में एडजस्टमेंट और एक्सपोर्टर्स द्वारा इस्तेमाल किए जाने वाले इनपुट पर ड्यूटी में छूट से वैल्यू एडिशन और एक्सपोर्ट कॉम्पिटिटिवनेस को सपोर्ट मिलेगा।

 

सेक्टर-स्पेसिफिक उपायों के अलावा, बजट में घोषित कई क्रॉस-कटिंग सुधारों से टेक्सटाइल सेक्टर को फायदा होगा: MSMEs के लिए बढ़ी हुई क्रेडिट उपलब्धता और गारंटी कवर, खास क्रेडिट कार्ड और पहली बार एंटरप्रेन्योर बनने वालों के लिए सपोर्ट, ट्रेड डॉक्यूमेंटेशन और फाइनेंस को आसान बनाने के लिए एक एक्सपोर्ट प्रमोशन मिशन और भारतट्रेडनेट, और मेक इन इंडिया के उद्देश्यों को आगे बढ़ाने के लिए नेशनल मैन्युफैक्चरिंग मिशन।

 

बजट तुरंत खपत या शॉर्ट-टर्म डिमांड में तेजी लाने के बजाय, टेक्सटाइल वैल्यू चेन में लॉन्ग-टर्म सप्लाई-साइड और स्ट्रक्चरल हस्तक्षेपों को मजबूत करने पर केंद्रित लगता है। फाइबर सुरक्षा, क्षमता निर्माण, स्किलिंग और सस्टेनेबिलिटी पर जोर टिकाऊ विकास के लिए एक नींव रखता है, जिसमें डिमांड-साइड मोमेंटम धीरे-धीरे बढ़ने की उम्मीद है। हमें लगता है कि FY26-27 के लिए इंटीग्रेटेड टेक्सटाइल प्रोग्राम के लिए मौजूदा बजट आवंटन 1,500 करोड़ रुपये को आने वाले सालों में सेक्टर में सार्थक बदलाव लाने के लिए और बढ़ाना होगा।

 

कुल मिलाकर, हम इन घोषणाओं को टेक्सटाइल इकोसिस्टम के लिए कंस्ट्रक्टिव और पॉजिटिव मानते हैं। यह पैकेज सप्लाई-साइड सुधारों, खेत से फैक्ट्री तक लिंकेज, स्किल्स, सस्टेनेबिलिटी और एक्सपोर्ट ओरिएंटेशन के बीच संतुलन बनाता है। हम तेजी से और पारदर्शी कार्यान्वयन की उम्मीद करते हैं और इन उपायों को लागू करने, उन्हें क्लस्टर की जरूरतों के साथ जोड़ने और यह सुनिश्चित करने के लिए सरकार के साथ साझेदारी करने के लिए तैयार हैं कि इसका लाभ देश भर के किसानों, कारीगरों, श्रमिकों और टेक्सटाइल व्यवसायों तक पहुंचे।

Mumbai: 2026/02/01: We welcome the Finance Minister’s Budget 2026-27 and the comprehensive measures announced for India’s textile value chain. The package signals a clear, outcomes-oriented intent to modernise the sector, strengthen livelihoods across the value chain, and accelerate India’s competitiveness in domestic and global markets.

 

The key initiatives announced address the textile economy end to end. The National Fibre Mission, focused on self-reliance in natural fibres as well as man-made and special-use fibres, is an important step toward securing reliable raw material supplies and reducing import dependency. Complementing this, the Mission for Cotton Productivity aims to raise yields, promote extra-long staple varieties, and deliver science and technology support to farmers, which will improve farm incomes and provide steadier, higher-quality cotton for industry use.

 

On revival and inclusion of traditional textile segments the Budget is notably positive. The Mahatma Gandhi Gram Swaraj Initiative will promote khadi, handloom and handicrafts at scale, while the proposed National Handloom and Handicrafts Programme will integrate and scale existing schemes to improve market access and value addition for artisans and small producers. The announced expansion to modernise traditional textile clusters and the focus on employment generation will directly benefit cluster economies and sustain millions of livelihoods.

The Government’s emphasis on skilling and modernisation is welcome. Samarth 2.0 and the broader skilling ecosystem commitments will equip workers with contemporary manufacturing and design skills, enabling productivity gains and faster adoption of Industry 4.0 technologies. These measures, together with the National Centres of Excellence and other skilling initiatives in the Budget, will help address both labour market needs and the transition toward higher value production.

 

Sustainability and global standards receive necessary attention through the Textile Eco Initiative, which aims to build world-class, environmentally sustainable textiles and garments. This, along with the planned establishment of new Mega Textile Parks in mission mode, will attract investment, improve compliance and traceability, and create integrated hubs for scale, quality control and exports.

 

Trade and customs measures announced in the speech are practical and targeted. The exemption of specified shuttle-less looms and other textile machinery from basic customs duty will lower capex barriers for modernisation. Adjustments to tariff lines for knitted fabrics and duty concessions for inputs used by exporters will support value addition and export competitiveness.

Beyond sector-specific measures, several cross-cutting reforms announced in the Budget will benefit textiles: enhanced credit availability and guarantee covers for MSMEs, tailored credit cards and support for first-time entrepreneurs, an Export Promotion Mission and BharatTradeNet to streamline trade documentation and finance, and the National Manufacturing Mission to further Make in India objectives.

 

The Budget appears oriented towards strengthening long-term supply-side and structural interventions across the textile value chain, rather than catalysing an immediate spurt in consumption or near-term demand. The emphasis on fibre security, capacity building, skilling, and sustainability lays a foundation for durable growth, with demand-side momentum expected to build progressively. We feel that the current budget allocation of Rs. 1,500 Crores for Integrated Textile Programme for FY26-27 will have to be enhanced further in the coming years in order to make meaningful changes in the sector.

 

Overall, we assess the announcements as constructive and positive for the textile ecosystem. The package balances supply-side reforms, farm-to-factory linkages, skills, sustainability and export orientation. We look forward to rapid and transparent implementation and stand ready to partner with the Government to operationalise these measures, align them with cluster needs, and ensure benefits flow to farmers, artisans, workers and textile businesses across the country.
