भारत से रूस के साथ अपने प्रभाव का उपयोग कर युद्ध राकने की अमेरिका की अपील । America's appeal to India to use its influence with Russia to stop the war

  

नई दिल्ली: २६ फरवरी २०२२: संयुक्त राज्य अमेरिका भारत से आग्रह कर रहा है,  कि वह रूस के साथ अपने प्रभाव का उपयोग कर अंतर्राष्ट्रीय शांति व्यवस्था की रक्षा करे। अमेरिकी विदेश विभाग के प्रवक्ता नेड प्राइस ने यह जानकारी दी।   

 

उन्‍होंने कहा कि यूक्रेन के मुद्दे पर पश्चिमी गठबंधन मुखर समर्थन में नहीं आ रहा है।

 

अमेरिकी विदेश विभाग के प्रवक्ता नेड प्राइस ने कहा कि अमेरिका वाकिफ है कि भारत का रूस  से बेहतर संबंध है।

 

उन्होंने कहा, अमेरिका ने भारत के साथ अपने विश्वास को साझा किया है। दुनिया भर के देशों के पास रूसी संघ पर वैसा  प्रभाव नहीं है जो प्रभाव भारत का है। यह आवश्यक है कि  नियम-आधारित अंतर्राष्ट्रीय व्यवस्था की रक्षा की जाय। भारत ऐसा कर सकता है।

 

उन्‍होंने कहा कि  इस तरह के नियम-आधारित व्‍यवस्‍था  ने लगभग 70 वर्षों के दौरान भारत, संयुक्त राज्य अमेरिका, उसके यूरोपीय सहयोगियों और रूसी संघ के लाभ के लिए काम किया है। अभी उस व्‍यवस्‍था को बचाने की जरूरत है। भारत ऐसा कर सकता है।

 

भारतीय हस्तक्षेप के लिए यह अमेरिकी प्रस्‍ताव आया है कि प्रधान मंत्री नरेंद्र मोदी ने रूस और यूक्रेन के नेताओं से बात करें और इस समस्‍या का हल निकालें।

 

भारत का मौजूदा रवैया यह रहा कि  भारत, चीन और संयुक्त अरब अमीरात के साथ, संयुक्त राष्ट्र सुरक्षा परिषद के उस प्रस्ताव में मतदान से दूर रहा जिसमें रूस द्वारा युक्रेन पर आक्रमण करने की निंदा की गई थी।

 

बिडेन प्रशासन भारत के इस रवैये पर आश्चर्यचकित नहीं हुआ।  लेकिन रणनीतिक मुद्दों के कमेंट्री में कुछ निराशा थी कि नई दिल्ली विश्‍व की एक "प्रमुख शक्ति की अपनी  जिम्मेदारियों" को नहीं उठा रहा है।

 

यूक्रेन हमेशा से संयुक्त राष्ट्र में भारत के खिलाफ लगातार अपने वोटों का प्रयोग करता रहा  है। इस तथ्य से कोई इनकार नहीं कर सकता। वहीं रूस कई अवसरों पर नई दिल्ली का समर्थन करता रहा है। जरूरत पड़ने पर रूस ने भारत के पक्ष में संयुक्त राष्ट्र में अपने वीटो का इस्तेमाल किया है।

 

बिडेन प्रशासन ने इस इस प्रस्‍ताव में आठ मुद्दे उठाए गए थे। आठ बिंदुओं में से लगभग हर एक मास्को की एक निहित निंदा थी। नई दिल्ली ने इसमें अनुपस्थिति दर्ज की ।

 

संयुक्त राष्ट्र में भारत के स्थायी प्रतिनिधि टीएस तिरुमूर्ति ने कहा  कि यह खेद की बात है कि यूक्रेन पर यूएनएससी की बैठक में कूटनीति का रास्ता छोड़ दिया गया। इन सभी कारणों से, भारत ने इस प्रस्ताव पर परहेज करना मुनासिब समझा।

New Delhi: 26 February 2022: The United States of America is requesting India to use its influence with Russia to protect international peace. US State Department spokesman Ned Price gave this information.

He said that the Western coalition is not coming in vocal support on the Ukraine issue.

US State Department spokesman Ned Price said that America is aware that India has a  better relation with Russia.

He said, America has shared its trust with India. Countries across the world do not have the same influence over the Russian Federation that India has. It is essential that the rules-based international order be protected. India can do this.

He said that such a rules-based regime has worked for the benefit of India, the United States, its European allies and the Russian Federation over the course of nearly 70 years. Now that system needs to be saved. India can do this.

This is a US proposal for Indian intervention that Prime Minister Narendra Modi should talk to the leaders of Russia and Ukraine and find a solution to this problem.

India's current position has been that India, along with China and the United Arab Emirates, abstained from voting on a UN Security Council resolution condemning Russia's invasion of Ukraine.

 

The Biden administration was not surprised by this attitude of India. But there was some disappointment in the commentary on strategic issues that New Delhi was not taking up its "responsibilities of a major power" of the world.

 

Ukraine has always been continuously using its votes against India in the United Nations. No one can deny this fact. Russia has been supporting New Delhi on several occasions. If needed, Russia has used its veto in the United Nations in favor of India.

There were eight issues in the Biden Administration proposal which  were raised. Almost every one of the eight points was an implicit condemnation of Moscow. New Delhi recorded an absence in it.

India's Permanent Representative to the United Nations, T S Tirumurti said that it is a matter of regret that the path of diplomacy was left in the UNSC meeting on Ukraine. For all these reasons, India considered it appropriate to abstain from this offer.
