नई दिल्ली: 31/07/2026: गुड्स एंड सर्विसेज टैक्स नेटवर्क (GSTN) ने ई-वे बिल
सिस्टम में प्रस्तावित बदलावों को रोक दिया है। इससे GST व्यवस्था के तहत सामान ले
जाने वाले व्यवसायों के लिए 1 अगस्त, 2026 की तत्काल अनुपालन समय-सीमा खत्म हो गई है।
कपड़ा और परिधान निर्माताओं, ट्रांसपोर्टरों और खुदरा
सोर्सिंग टीमों के लिए, इस स्थगन से डिस्पैच और डिलीवरी डॉक्यूमेंटेशन के लिए
इस्तेमाल होने वाले एंटरप्राइज रिसोर्स प्लानिंग (ERP), ई-इनवॉइस और एप्लिकेशन
प्रोग्रामिंग इंटरफेस (API) इंटीग्रेशन में बदलाव करने की तत्काल आवश्यकता कम हो गई है।
GSTN
ने कहा कि
प्रस्तावित ई-वे बिल सुधारों पर 9 जून और 17 जून की उसकी पिछली एडवाइजरी, जिन्हें 1 अगस्त, 2026 से लागू किया
जाना था, उन्हें अगली
सूचना तक रोक दिया गया है। GSTN ने करदाताओं को यह भी सलाह दी है कि वे पिछली एडवाइजरी के
आधार पर अपने सिस्टम में बदलाव न करें और आगे की जानकारी का इंतजार करें।
प्रस्तावित बदलावों को सबसे पहले 17 मई की एडवाइजरी में
बताया गया था और उसके बाद अगले दो महीनों में स्पष्टीकरण और FAQ जारी किए गए थे। GSTN ने अब कहा है कि
प्रस्तावित सुधारों से संबंधित सभी एडवाइजरी और FAQ को GST पोर्टल से हटा लिया
जाएगा।
प्रस्तावित बदलावों में से एक के तहत 'बिल-टू-शिप-टू' ट्रांज़ैक्शन में 'शिप-टू' GSTIN (गुड्स एंड
सर्विसेज टैक्स आइडेंटिफिकेशन नंबर) दर्ज करना अनिवार्य हो जाता। इस आवश्यकता का
उद्देश्य सामान के वास्तविक प्राप्तकर्ता की पहचान में सुधार करना और उन मामलों
में ट्रेसिबिलिटी को मजबूत करना था जहां इनवॉइस किसी एक पार्टी के नाम पर जारी
किया जाता है लेकिन डिलीवरी किसी दूसरी पार्टी या उसी पार्टी की किसी दूसरी जगह पर
की जाती है।
दूसरा प्रस्ताव ई-वे बिल को स्वेच्छा से बंद करने से
संबंधित था। इससे करदाताओं को उन विशिष्ट मामलों में सक्रिय ई-वे बिल बंद करने की
अनुमति मिलती जहां सामान की आवाजाही अंततः नहीं हुई। GSTN ने इसे करदाताओं के लिए
एक वैकल्पिक सुविधा के रूप में प्रस्तावित किया था।
GST
व्यवस्था के तहत, ₹50,000 से अधिक मूल्य का
सामान ले जाने वाले व्यक्ति के पास सामान की आवाजाही से पहले GST-पंजीकृत व्यक्ति या
ट्रांसपोर्टर द्वारा GST पोर्टल के माध्यम से जेनरेट किया गया ई-वे बिल होना
अनिवार्य है। 1
जुलाई, 2017 को GST लागू होने के बाद शुरू
किए गए ई-वे बिल सिस्टम ने सामान की आवाजाही पर नज़र रखने के लिए फिजिकल
इंटर-स्टेट चेक पोस्ट की जगह एक डिजिटल सिस्टम ले लिया, जिससे लॉजिस्टिक्स की
क्षमता बेहतर हुई और टैक्स नियमों का पालन करने में भी मदद मिली।
GSTN defers e-way bill changes, puts August 1 rollout on hold

Delhi: 2026/07/31: The Goods and Services Tax Network (GSTN) has put proposed
e-way bill system changes on hold, removing the immediate August 1, 2026
compliance deadline for businesses moving goods under the Goods and Services
Tax (GST) regime.
For
textile and apparel manufacturers, transporters and retail sourcing teams, the
deferment reduces the near-term need to modify enterprise resource planning
(ERP), e-invoice and application programming interface (API) integrations used
for dispatch and delivery documentation.
GSTN
said its earlier advisories dated June 9 and June 17 on the proposed e-way bill
enhancements, which were scheduled to take effect on August 1, 2026, have been
put on hold until further notice. GSTN has also advised taxpayers not to modify
their systems based on the earlier advisories and to wait for further
communication.
The
proposed changes were first outlined in a May 17 advisory and were followed by
clarifications and FAQs over the next two months. GSTN has now stated that all
advisories and FAQs relating to the proposed enhancements will be withdrawn
from the GST portal.
One
of the proposed changes would have made it mandatory to capture the Ship-To
Goods and Services Tax Identification Number (GSTIN) in Bill-to-Ship-to
transactions. The requirement was intended to improve identification of the
actual recipient of goods and strengthen traceability in cases where an invoice
is raised on one party but delivery is made either to another party or to
another location of the same party.
The
second proposal concerned the voluntary closure of e-way bills. It would have
allowed taxpayers to close an active e-way bill in specified cases where the
movement of goods did not ultimately take place. GSTN had proposed this as an
optional facility for taxpayers.
Under
the GST regime, a person transporting goods valued above ₹50,000 must carry an
e-way bill generated through the GST portal by a GST-registered person or
transporter before the movement of goods.
Introduced
after GST came into effect on July 1, 2017, the e-way bill system replaced
physical interstate check posts with a digital mechanism for tracking the
movement of goods, helping improve logistics efficiency while supporting tax
compliance.
